Peter Bowman
Mr. Pete Bowman became the Department of the Navy (DON) Financial Management Human Capital Branch Head in April 2022. In this capacity he is responsible for the nearly 10K strong DON FM workforce human capital requirements, to include training, workforce development, DoD FM Certification program, and reward and recognition programs. He leads a team of government and contractor staff to implement Strategic Goal #1 of the DON FM Strategy, ‘Enhance our highly skilled and engaged FM workforce to support DON’s mission.’ Prior to his current assignment Mr. Bowman was the Strategic Analysis and Decision Support Branch Chief at the Air Force Cost Analysis Agency. He provided oversight and direction to the Air Force Total Ownership Cost (AFTOC) program, a large data warehouse containing operating and support costs for all Air Force weapons programs. His team led the development of the annual $10B Cost per Flying Hour Factors and AFI65-503 Cost Factors in support of Air Force stakeholders. Prior to his time with the Air Force, Mr. Bowman supported the OASN (FM&C) organization from 2008 to 2022 in various roles. In the office of Financial Policy and Systems as the Policy and Process Division Director, he led teams for high profile projects to remediate audit weaknesses, including Treasury Direct Disbursing, G-invoicing implementation, and Contract and Vendor Pay business process reengineering. He was responsible for data analysis and performance monitoring of the Department of Navy (DON) DFAS Bill, a $320M program. Mr. Bowman was the Business Operations Division Director for the Naval Center for Cost Analysis from 2008-2017. He led front office staff, administrative activities, human resources, budget planning and execution, and served as the primary action officer for community management across the Department of Navy (DON) cost analysis organizations. Helped to grow the organization from 20 government analysts in 2008 to a 70 person mix of government, military, contractor, and intern analysts. Led the re-establishment of the intern program in 2009, providing the organization with a sustainable capability to meet the growing demand for cost analysis in the DON. Mr. Bowman was a Senior Manager/IT project manager for PwC Consulting and IBM Global Services from 2000 to 2008, leading a data warehousing and process improvement engagement for the Naval Center for Cost Analysis, specifically their Visibility and Management of Operating and Support Cost (VAMOSC) program. He was responsible business development and pipeline management activities in the supply management service area, participating in proposal development, solution development, and customer visits. Successfully led three multi-million dollar proposal wins for Navy clients, and was responsible for career development, staffing, and performance management for a staff of 12. Mr. Bowman began his federal career as a Logistics Management Specialist for NAVSUP Weapon Systems support Philadelphia, performing as an Inventory Manager for the F110, T700, and F402 aircraft engines from 1995-2000. He earned a BS degree in Finance from LaSalle University (1995), and an MBA with a concentration in Computer Science from Temple University (2000).

Ms. Dai Nguyen - Treasurer
Ms. Dai Nguyen has been an OSD Portfolio Lead for the Office of the Secretary of Defense since August 2023. Prior to her role at OSD, Ms. Nguyen has had the opportunity to be a leader across the military departments as a public servant in the federal government and the private sector. She has been involved with ASMC since 2014 and has held many roles over the years, from Army Secretary to the NCR PDI Publication Chair. Ms. Nguyen spent her formative years in the Central Florida area. She earned her Bachelor's degree in actuarial science from the University of Central Florida and received her Master's degree from the Naval Postgraduate School. Ms. Nguyen’s most recent Awards and Honors include: Civilian Service Commendation Model (2023) and the Directorate of Military Personnel Management’s Most Valuable Player (2023). Professional Memberships and Associations include: American Society of Military Comptrollers, Combined Federal Campaign, DoD Senior Professional Women's Association, and Project Management Institute.
Deputy Treasurer - Ms. Jasmine Carpenter
COL Torin Hamilton
COL Torin K. Hamilton, a native of Seneca, South Carolina is in his 27th year of service in the Army. He is an Iraq and Afghanistan combat veteran currently serving as the Comptroller, Office of the Chief Army Reserve (OCAR) at Ft Belvoir, VA. Responsible as the Appropriation Sponsor for the budgeting, funds control, execution, and accounting functions for over $8.5B within three appropriations, Reserve Personnel, Army (RPA), Operations and Maintenance, Army Reserve (OMAR), and Military Construction, Army Reserve (MCAR). Responsible for the formulation of the Army Reserve budget, preparation and distribution of supporting budget materials, and supporting the presentation and defense of the Army Reserve budget to the Office of the Secretary of Defense (OSD) and Congressional stakeholders. COL Hamilton previously served as Deputy Director, Headquarters Department of the Army (HQDA) G-1 Plans and Resources at the Pentagon. There he supervised the G-1 Resource Management Office that program, distributes, and executes an annual portfolio of Operations and Maintenance, Army appropriated funding worth over $719 Million to support the Assistant Secretary of the Army for Manpower & Reserve Affairs and HQDA G-1 missions.
COL Hamilton joined the Simultaneous Membership Program at East Tennessee State University (ETSU) in 1995 and completed Basic Camp at Fort Knox, Kentucky. He commissioned as a Finance Officer in 1998 and received a Bachelor’s of Business Administration in Accounting from ETSU. He also earned a Masters of Business Administration from Webster University in 2003 and a Masters in Strategic Studies from the United States Army War College in 2019.
COL Hamilton’s military education includes Finance Officer Basic Course, Finance Captains Career Course, the Joint Special Operations Command Comptroller Course, Combined Arms Exercise (CAX), Army Comptroller Course, Command and General Staff Officer’s Course, the US Army War College, and Airborne School. He also holds the Certified Defense Financial Management and DoD Financial Management Certification Level III.
LTC Darryl Snyder
LTC Darryl Snyder serves as the Deputy Chief of Budget Formulation for The Office of the Chief of Army Reserve (OCAR) Comptroller. His primary responsibility is managing budget formulation, integration, and analysis of the Operation & Maintenance, Army Reserve (OMAR) and Military Construction, Army Reserve (MCAR) appropriations totaling over $3.2B. LTC Snyder’s primary portfolio resources the Army Reserve’s training readiness in alignment with the Directed Readiness Table requirements, maintains key force structure to meet demands for Multi-Domain Capability, and sustains Soldier and family quality of life initiatives.
LTC Snyder is a 2018 graduate of the Syracuse Defense Comptrollership Program and is a Certified Defense Financial Manager with a specialty in Acquisitions.

LCDR Sam Shorts
LCDR Samuel D. Shorts is from Atascadero, California and graduated from Messiah College with a Bachelor of Science degree in International Business in 2009, receiving his commission in January 2012 from Officer Candidate School in Newport, Rhode Island. LCDR Shorts also holds a Master of Business Administration from the University of Kansas.
Afloat, LCDR Shorts served as the Special Programs Finance Officer at Naval Special Warfare Development Group (DEVGRU) in Dam Neck, Virginia and completed a four-month deployment to Djibouti as the J8 Budget Officer in support of a Joint Special Operations Task Force. Previously, he served as the Supply Officer aboard the USS HAWAII (SSN 776). During his three years on the HAWAII, he completed an Eastern
Pacific Deployment to California and Alaska, a seven-month Western Pacific Deployment, and initiated the first ever Integrated Logistics Overhaul for a Virginia Class Submarine in the Pacific Fleet. Ashore, he served as the Budget Officer at Coastal Riverine Group TWO in Norfolk, VA and as the Aviation Support Division (ASD) Officer at Commander, Airborne Command Control & Logistics Wing in Pt Mugu, California, where he supported 16 aviation squadrons and a Fleet Readiness Center.
LCDR Shorts is currently serving as Requirements Officer and Resource Sponsor for Spares, MILCON, and Naval Reactors Modernization programs within the Undersea Warfare Division (N97) in the Office of the Chief of Naval Operations (OPNAV) in Arlington, VA.
LCDR Shorts earned the supply expeditionary, submarine, and aviation warfare qualifications, is a certified Business Financial Management (BUS-FM) Practitioner, and is a member of the Acquisition Professional (APM) community. His military decorations and awards include the Defense Meritorious Service Medal, Joint Service Commendation Medal, the Navy and Marine Corps Commendation Medal (2), the Navy and Marine Corps Achievement Medal (3), and various unit and campaign commendations.
LCDR Shorts has also earned the Certified Defense Financial Manager (CDFM) certification from the American Society of Military Comptrollers and is a certified Project Management Professional (PMP) via the Project Management Institute.
LCDR Shorts is married to the former Krystal Solomona of Riverside, CA. They have three children: Ezekiel, Kara, and Makena.
Oga Wheeler

Oga Wheeler is an accomplished professional currently serving as the Deputy Director of BSO52 at Commander Navy Installation Command. As a senior civilian in this critical role, Oga oversees policy formulation, strategic planning, governance, and business management for Navy shore support across 10 regions and 70 installations globally. With a distinguished career as a senior civilian, Oga has proven herself as a dedicated and strategic leader.
Throughout her career, Oga has been instrumental in shaping the long-term vision for Navy shore support. With responsibilities spanning across continents, Oga ensures that Navy regions and installations operate seamlessly, supporting the fleet, family, and families. She has held various career focused positions, contributing significantly to the development and execution of crucial plans and programs. Her expertise lies in the fields of business management, resource allocation, policy formulation, and strategic planning.
With deep understanding of the intricacies of military operations, Oga demonstrates a remarkable ability to effectively manage resources, navigate complex challenges, and drive operational efficiency. Her strong analytical skills and keen attention to detail makes her a valuable asset to Commander Navy Installation Command.

LCDR Mark M. Sanchez, CDFM-A, CGFM, PMP
LCDR Sanchez currently serves as Financial Operations Manager for the Reserve Training Appropriation at Coast Guard Headquarters in Washington, DC. As such, he is responsible for overseeing the development and execution of the $118M annual budget. In this capacity, he manages oversight of 58 accounts providing pay, travel, training, and benefits for nearly 6,000 Coast Guard Reservists.
LT Sanchez completed Coast Guard basic training in July of 1998, receiving orders to Lifeboat Station Hatteras Inlet, NC where he served as a telecommunications watch stander and small boat rescue crewman. In March of 1999, he received orders to Storekeeper “A” School at Coast Guard Training Center Petaluma, CA. Upon graduation, he was advanced to Petty Officer 3rd class, receiving orders to Integrated Support Command Kodiak, AK Comptroller Division where he managed acquisition activities for 12 subunits totaling over $1M annually. In addition, he managed base warehouse operations related to the distribution, tracking, and disposal of equipment and capitalized assets totaling $26M. In 2002, he received orders to Coast Guard LORAN Station Las Cruces, NM where he managed a $65K annual budget and assisted in aids to navigation operations impacting the Southwest region of the United States. In 2006, he was selected to serve as a Recruit Company Commander at Training Center Cape May, NJ where he led over 800 newly enlisted recruits through the Coast Guard’s 53-day basic training program.
In 2008, LT Sanchez was selected to attend Officer Candidate School at the Coast Guard Academy in New London, CT. Following graduation, he was commissioned as an Ensign and ordered to the Office of Port and Facility Activities at Coast Guard Headquarters in Washington, DC. During this time, he served as the Asst. Cargo and Security Branch Chief, where he assisted in the development and implementation of new security policies at 3,200 port facilities nationwide and managed an annual operating budget of $7M. In 2010, he was promoted to Lieutenant Junior Grade and ordered to Coast Guard Sector Delaware Bay in Philadelphia, PA as the Container and Port Facilities Inspections Branch Chief. As such, he managed the Compliance Inspection Program for 76 port facilities. In addition, he served as the Asst Waterways Management Branch Chief, overseeing the safe passage of commercial and recreational vessels over 250 miles of river and coastal shoreline. In 2011, LT Sanchez received orders to serve as the Out-Year Budget and Finance Manager in the Office of Reserve Affairs at Coast Guard Headquarters in Washington, DC where he was responsible for managing all activities related to the formulation and execution of the Coast Guard Reserve Training Appropriation. In 2014 LT Sanchez was assigned as to Coast Guard Acquisition Directorate (CG-9331) as Training Manager for the Financial Management Services Improvement Initiative. As such, he oversaw the development of training activities for the implementation of a new financial management system impacting over 12,000 users.
LT Sanchez serves as Coast Guard Vice President for the Washington, DC chapter of the American Society of Military Comptrollers and Board Member for the Association of Government Accountants Professional Certification Board. A native of Albuquerque, NM, LT Sanchez has received numerous honors and awards for his dedicated service, including two Coast Guard Commendation Medals and three Coast Guard Achievement Medals. He holds a Master’s degree in Public Administration from American Military University and a Professional Certificate in Budget & Finance from Georgetown University. He is a member of the Delta Epsilon Tau and Golden Key International Honor Societies and has earned the Certified Defense Financial Manager with Acquisitions Specialty (CDFM-A), Certified Government Financial Manager (CGFM), and Project Management Professional (PMP) designations.

Mr. Wayne Whiten is an efficient and effective financial manager with 43 years of experience. He served 20 years on active duty in the U. S. Army. Currently, he is a Principal and Project Manager (PM) supporting numerous customers in the Department of Defense, other federal agencies, and the Commercial sector. He is a proven leader, Certified Defense Financial Manager with Acquisition Specialty (CDFM-A), Certified Fraud Examiner (CFE), and Certified Internal Control Auditor (CICA. He is the recipient of the 2011 ASMC Washington Chapter Distinguished Service Award and 2006 & 2022 CALIBRE Distinguished Service Award. Mr. Whiten has a bachelor’s degree in computer science and master’s degree in organizational management. He is a member of: The American Society of Military Comptrollers; The Association of Certified Fraud Examiners and is the past and present Registration Chair for the ASMC Washington Chapter National Capital Region Professional Development Institution.

Mr. Mario R. Beckles is the Deputy Comptroller, Office of the Chief of Army Reserve from 2016 to present. Dr. Jennifer Miller is a business operations manager for the Defense Health Agency. Terry Placek, co-chair of the Training and Education Committee is a lifetime member of ASMC and is active in ASMC activities at both the chapter and national levels. She is a retired Department of the Army civilian with extensive experience and expertise in military and civilian career management, education, training and professional
development.
Jeff Norris is a partner with KPMG LLP. He has over 30 years of experience providing financial audit and advisory services to Department of the Defense, Federal Civilian agencies, and commercial entities. He is a member of American Society of Military Comptrollers and the American Institute of Certified Public Accountants.
Daniel Olden is a Partner with KPMG LLP. Mr. Olden has over 27 years of experience in accounting, auditing, and financial management serving Federal departments and agencies. Using technology, Dan seeks to find innovative ways to bring efficiencies to his everyday activities. Dan is a Certified Public Accountant and a member of the American Society of Military Comptrollers.
Mr. Ronald Bozant
Ronald Bozant is a Managing Director in KPMG’s Federal Audit Practice. Ronald has over 15 years of experience performing financial statement audits and performance audits for both commercial and federal clients. Ronald also spent two years in KPMG’s Federal Advisory Practice where he assisted with audit readiness efforts within the defense sector. In service to the community, Ronald is on the KPMG Family for Literacy steering committee and on the board of The Fishing School, a not-for-profit in Washington, DC. Ronald lives in Upper Marlboro, MD with his wife Dominique and son Ronald IV, and they enjoy traveling and spending time with family and friends.
