Ms. Rashita Swann is a dedicated professional currently serving at the Defense Threat Reduction Agency (DTRA) in the capacity of Audit Response, Remediation and Sustainment (ARRS) and Risk Management and Internal Control (RMIC) Program Supervisor.
With a focus on effective and reliable internal controls, she leads the development, monitoring, and closure of Corrective Action Plans for all DTRA assessable units. Additionally, Ms. Swann oversees internal control testing processes supporting the agency’s journey towards remediation, sustainment, and audit readiness. She plays a pivotal role in ensuring the accuracy of DTRA’s financial statement, including proper identification and documentation of capital assets. Ms. Swann was recently awarded the Exceptional Civilian Service Medal for her leadership and audit efforts, which helped lead DTRA to an unqualified opinion.
Most recently, Ms. Swann’s focus has been on DTRA’s financial Statement Audit where she oversees all aspects of the Independent Public Auditor’s multi-year review and audit of DTRA’s policies and processes as they relate to DTRA’s financial statement. This includes facilitating walkthroughs with the auditors, responding to documentation requests, and assisting the organization address any notices of findings and remediation efforts.
With a career spanning over 17 years in federal service, Ms. Swann brings extensive expertise to her role. She began her journey as a Staff Accountant for Fleet Forces Command and Commander Surface Atlantic, managing a $60 million budget for fuel bills. Subsequently, as the Financial Improvement and Audit Readiness (FIAR) Team lead at Fleet Cyber Command, she orchestrated comprehensive reviews and inspections to ensure compliance with financial management laws and regulations.
Ms. Swann’s commitment to excellence extends beyond her professional endeavors. A Navy veteran, she transitioned into federal service after 15 years of honorable service. In 2016, she earned her Master of Public Administration from the University of Phoenix. Outside of her career, Ms. Swann is an active member of Delta Sigma Theta Sorority, Inc., an entrepreneur and accomplished author with four published books.
