Mr. Mike Stough provides oversight of the Planning, Programming, Budgeting, and Execution system that frames leadership deliberation of resource issues and leads to a Future Years Homeland Security Program (FYHSP). His team leads the annual resource allocation decision making process by which the Secretary and Deputy Secretary review and adjudicate multi-year resource allocation plans from all DHS Components. Mr. Stough also serves as the DHS Evaluation Officer and is currently leading the Department’s efforts to implement the “Foundations for Evidence-Based Policymaking Act of 2018.” activities.
In addition, Mr. Stough serves as the Performance Improvement Officer, responsible for Department performance management, production of the DHS Annual Performance Report, and a variety of Government Performance Results Act Modernization efforts.
Finally, Mr. Stough provides oversight for modeling and simulation activities for the Department, helping leadership model operational and staffing requirements needed to accomplish the DHS missions. He transitioned to DHS after completion of a 31-year career in the U.S. Air Force, retiring as a Major General. As an Air Force officer, he had a wide range of operational and staff assignments, including both active flying assignments and several tours in strategic planning, requirements development, and programming and budgeting.
Mr. Stough holds a Bachelor of Science Degree in Computer and Information Systems from Troy State University; a Master’s Degree in Business Administration from City University; and is a graduate of the National War College, National Defense University, Washington DC.
