Liaison to the Commission on PPBE Reform

Ms. Julie Frisard was appointed in December 2022 by the Deputy Secretary of Defense to serve in the congressionally mandated role as the Department’s representative to the Commission on Planning, Programming, Budgeting, and Execution Reform. As the Department’s liaison, she is responsible directly to the Deputy Secretary of Defense, Under Secretary of Defense (Comptroller)/CFO, and the Deputy Under Secretary of Defense (Comptroller) for maintaining liaison and relationships with members of the Commission and the Department. In carrying out these responsibilities, she leads a team that manages, controls, directs, and monitors communications and activities involving the Commission and elements of the Department of Defense, including the Offices of the Secretary of Defense, Joint Chiefs of Staff, the Armed Services, and Defense Agencies.
Ms. Frisard most recently served as the principal career civilian resource and acquisition officer for two intelligence centers that focused on the United States’ most important geopolitical threat in the 21st century. Prior to that, she was Director of Defense Programs in a multi-billion dollar publicly traded company where she was the youngest female promoted to the position of Director, and, prior to that, the Founder/CEO of a consulting firm servicing agencies in the Department of Defense and Washington D.C. think tanks. She has also served in a variety of positions at the Defense Threat Reduction Agency, United States Marine Corps, Office of the Under Secretary for Policy, and the United States Air Force.
Ms. Frisard has over 25 years in both the public and private sector and brings a unique perspective of the partnership required between the Administration, Congress, and Industry to accomplish the Nation’s priorities. She has led multiple diverse and complex programs with budgets over $1B+ annually that spanned 4000+ personnel dispersed across the globe and managed organizations of 120+ team members providing significant and extensive coordination and integration across offices with often times divergent opposing views, and who had to consider a broad spectrum of factors when making decisions, including policy, diplomacy, Congress, and impact on other organizations.
Ms. Frisard holds a Bachelor of Science degree in Applied Science and is a certified Program Management Professional. She is a mentor in the Tennessee Achieves Appalachian Valley area whose mission is to increase higher education opportunities for high school students through mentorship and last-dollar scholarships.
