Mr. Jose Fabre became the Deputy Budget Director for the Department of Homeland Security (DHS) under the Office of the Chief Financial Officer (OCFO) on January 28, 2024. Before joining DHS’s OCFO, he served as the Executive Director (XD) of Customs and Border Protection (CBP) after becoming a member of the Senior Executive Service (SES) in March 2019. In this role, Mr. Fabre led a path forward for the Budget Directorate, Office of Finance (OF), through the innovation and modernization of the budget tools and implementation of a reorganization in 2021. Executive Directorate Fabre focused this effort on improving operational efficiencies, addressing capability gaps, streamlining internal and external communications, and expanding leadership opportunities. Mr. Fabre’s vision of transformation centers the focus on “People, Process and Tools” to lead budget into its future and continued success.

On November 2, 2023, Mr. Fabre received a Presidential Rank Award for his leadership developing, defending, and executing funds to manage unprecedented increases in requirements at the Southwest Border, and to mitigate historical declines in user fee collections due to international travel restrictions due to the COVID-19 pandemic.

Prior to his promotion to Executive Director, Mr. Fabre served as the Deputy Executive Director (DXD) for CBP’s Budget Directorate. During his time as XD and DXD, he oversaw the administration of CBP’s total budgetary resources (~$18 billion) to ensure the efficient and effective use of funds. His portfolio included budget formulation, execution, internal controls, and monitoring of all activity involving CBP’s appropriations (regular and supplementals, user fees, trust funds, and reimbursable authorities). Mr. Fabre also led the preparation of Office of Management and Budget (OMB) and congressionally required budgetary reports; preparation for hearings; coordination and review of apportionments, reapportionments and allotments; and negotiation of funding levels with DHS, and OMB.

Mr. Fabre attended the University of Puerto Rico where he completed a BA in Economics (Cum Laude). He completed his Master’s degree and doctoral work in the fields of Political Economy, International Relations and Public Policy at the State University of New York in Albany, Rockefeller Institute. As part of his academic work, Mr. Fabre was invited to the University of Brasilia in Brazil as a junior research fellow to conduct research on the formulation of industrial policy in Brazil. Additionally, during his time in Albany, Mr. Fabre worked as a legislative aide for the New York State Senate Assembly and as adjunct professor in the field of Macroeconomics at Schenectady County Community College. In April 2022, Mr. Fabre completed and received a certificate from the Harvard Kennedy School, Executive Education Program in Public Sector Leadership.
