Dr. Ann Tipton

Dr. Ann Tipton is the Budget Director in the Office of the Chief Financial Officer at Headquarters U.S. Department of Homeland Security (DHS). Dr. Tipton is responsible for the formulation, presentation, execution, control, and monitoring of the Department’s $103.2 billion budget for 15 Component agencies to ensure the efficient and effective use of funds.
Prior to her appointment, she served as Senior Advisor for the Chief Financial Officer, Headquarters Department of Homeland Security, providing advice on long-term and short-term financial planning and strategy to shape the current and future budgets of the department.
Dr. Tipton transition to DHS from the Department of the Air Force, where she last served as the Deputy Director of Air Force Budget Programs, Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, Headquarters Department of the Air Force, Washington, D.C. In that role, Dr. Tipton was responsible for the annual release of the Department of the Air Force Presidents Budget submission.
Dr. Tipton began her government career by serving on active duty in the United States Air Force for ten years, then briefly served in the Air Force Reserves as a technician, and then finally transitioning to civil service in 2008. Her breadth of expertise in financial management spans all aspects of budget formulation and execution, financial strategy and strategic messaging, resource management and risk analysis.
Dr. Tipton holds a Masters of Military Science and Operational Arts Degree, Air University, Maxwell Air Force Base; a Master of Science Degree in Security Management, Bellevue University, Bellevue, NE; and, a Doctor of Philosophy, Business, Organization and Management, Capella University, Minneapolis, MN.
